At the EUIJ-Kansai, credits for the Certificates in European Union Studies programmes are interchangeable between three universities: Kobe University, Kwansei Gakuin University and Osaka University. To provide aid for the study and research activities of undergraduate and graduate students enrolled in the Certificates in European Union Studies programmes offered by the these three universities, ‘EUIJ-Kansai Library’ was established in the Kwansei Gakuin University Library (Nishinomiya-Uegahara campus) on 26 September 2005. The EUIJ-Kansai Library is comprised of books recommended by teachers in charge of lectures as well as basic books with universal themes, useful for promoting understanding of the EU.

In order to use the EUIJ-Kansai Library, a library card issued by the Kwansei Gakuin University Library is necessary. Students enrolled at Kobe University or Osaka University should bring ‘a copy of a registration form for the Certificates in European Union Studies programmes with the seal of the administration department at the respective universities’ to the Kwansei Gakuin University Library to apply for a library card. Students enrolled at Kwansei Gakuin University can use the EUIJ-Kansai Library within the normal scope of the Library Usage Regulations.

Libraries of EUIJ-Kansai-member universities, Kobe University, Kwansei Gakuin University and Osaka University, concluded the ‘EUIJ-Kansai / University Library Inter-Availability Agreement’ on 22 September 2005 in order to contribute to the educational and research activities practiced by EUIJ-Kansai. On 22 September 2008, Extension of this Agreement up to 31 March 2013 was signed.
According to this Agreement, teachers in charge of lectures and joint researchers as well as undergraduate and graduate students enrolled in the Certificates in European Union Studies programs under the system of credit interchangeability between three universities can use the libraries of three universities from 1 October 2005.
